Ready for Reuse Program – Oil Refining Facility, Southeast Louisiana

USRM is assisting an oil refining facility in submitting a former hazardous waste landfarm to LDEQ for inclusion in the Ready for Reuse (RFR) Program. The United States Environmental Protection Agency (USEPA) has instigated a Land Revitalization Agenda that identifies a new, long-term measure of remedial progress, the RFR Program. The intent of the RFR Program is make land revitalization and reuse an integral and unifying element of all EPA and LDEQ cleanup programs (RCRA, CERCLA, UST, VRP, etc.) to better foster economic development and to return previously contaminated and underutilized properties back to productive use.

Prior to submittal, the landfarm will be evaluated under RECAP, to establish potential contaminants of concern (COCs) in the soil. Existing groundwater data collected during the operational lifetime will be evaluated. Once site-specific values for COCs in soil and groundwater have been established, then the COCs will be evaluated under RECAP. This information will be submitted to LDEQ under the RFR Program with the supplemental information required to achieve an RFR Determination. This Determination will enable use of the property (landfarm) and be an acknowledgement that environmental conditions are protective of human health and the environment based on its current and future use.
